Pakistan Railways Seeks 130% Increase in Budget for Importing Over 1,000 Bogies
Pakistan Railways (PR) has demanded 130 percent increase to make it get Rs. 71 billion as against Rs 31 billion to import 1,050 bogies.

The ministries of finance and planning opposed it as it was placed in the Central Development Working Party and sent back into the drawer.

As of June 30, Railways has ordered 292 of 820 freight wagons and 78 of 230 passenger coaches, with full delivery expected by June 2026.
The Finance Ministry challenged its cost structure and enforced an exchange rate of Rs. 278 per dollar instead of the ministry’s Rs. 285.

The Planning Ministry noted that due to such prolonged delay, cancellation of bids, and changes under the upgrade of ML-1 under CPEC, increased costs along with liabilities.

The import as well as local charges pertaining to railways have also jumped by 15 percent in the last five years.
Criticizing delays of PR, the Planning Commission urged it to improve operational efficiency and boost revenue collection.
Meanwhile, the finance ministry said PR’s bad performance has left it only 20 percent of the passenger and 4 percent of the freight transport market.
The ministry also attributed an estimated Rs. 55 billion loss in FY23 due to this factor as well.
The ministry prescribed a business plan that aims at increasing PR’s share of national transport so it could justify further investments.
