Islamabad Driving License Fees Spark Controversy: What You Need to Know

New Fee Structure and Service Charges:

The revised structure introduces a fee increase of up to 33%, attributed to the introduction of “service charges.” These charges encompass:

  • Rs. 800 Welfare Fee: Collected directly in cash by the police, earmarked for their welfare programs.
  • Optional Fees: This category includes charges like:
    • Rs. 200 Medical Fee: Mandatory for license applicants.
    • Rs. 200-500 Road Test Fee: Varied based on vehicle type (motor car, light-traffic vehicle, or heavy-traffic vehicle).
    • Rs. 200 Road Safety Education Fee: Mandatory for all applicants.
    • Rs. 2,000 Fast-Track Processing: Expedites license issuance.
  • Driving License NOC Fee: A new fee of Rs. 1,000 is introduced for obtaining a no-objection certificate (NOC) when changing license issuing authorities.
  • Community Driving School Fee Hike: Fees for learning to drive have also increased significantly, ranging from Rs. 12,000 to Rs. 25,000 depending on the vehicle category.
  • Mobile Facilitation Fee: An additional Rs. 200 charged for the “license on wheels” service.

Legal Concerns and Transparency:

The primary controversy surrounding these changes lies in the implementation method.

Legal experts argue that the Motor Vehicles Ordinance 1965 reserves the authority to introduce and adjust license fees solely for the federal government.

Implementing these changes through an executive order by the ITP raises questions about their legal validity.

While the ITP spokesperson confirms the service charges will go towards the police welfare fund, the lack of clarity regarding the legal basis for the fee hike is a cause for concern.

The ordinance grants fee modification rights to the government, not individual police departments.

What to Expect:

The revised fees are currently in effect. However, the legal debate surrounding their implementation is ongoing. It’s crucial to stay updated on any official announcements regarding the legality of these charges.

This situation highlights the importance of transparency in government decisions, particularly those impacting citizen finances.
