PIA travel services to 35000 Hajj pilgrims in 2025
The Ministry of Religious Affairs and Pakistan International Airlines (PIA) will cooperate on Hajj flights for 2025.

The national airline will extend travel services to 35,000 government-registered Hajj pilgrims under this agreement, according to a ministry spokesperson.

The agreement was signed at the Ministry of Religious Affairs in Islamabad between PIA Chief Executive Air Vice Marshal Aamir Hayat and Religious Affairs Additional Secretary Dr. Syed Attaur Rahman.
The PIA Chief Executive reiterated that Pakistan International Airlines remains committed to providing pilgrims with travel facilities of international standard.
The ministry also declared that agreements in similar terms are going to be signed with Saudi Airlines and other local airlines in the very near future as well.
Hajj Policy 2025 Announced: PIA travel services to 35000 Hajj pilgrims in 2025
On Nov 11, Minister Federal Religious Affairs Chaudhry Salik Hussain with minister secretary announced Pakistan’s Hajj Policy 2025 in a media briefing that outlines the procedure and cost as well as regulations.
According to the announced policy, Pakistan has ensured a Hajj quota of 179000 pilgrims for 2025 distribution between government and private schemes.
Its application process is from November 18 to December 3, 2024, and the draw for the government Hajj scheme will take place on December 6, with a “first-come, first-served” principle applied to the government sponsorship applicants, who will be exempted from the lucky draw.
Salik added that every 100 pilgrims will be managed by an assistant (muawin).

- Costs and packages: The Hajj scheme, to be launched by the government, will have two packages — one of 38-42 days for Rs1.075 million and a short 20-25 day package at Rs1.175 million. PIA travel services to 35000 Hajj pilgrims in 2025
An advance payment of Rs 200,000 shall be taken along with application, a sum of Rs 400,000 within 10 days from date of lucky draw if applicant’s name selected and the balance would be mandatory between February 1 – 10, 2025 preceding to departure for the pilgrimage.
- Quota Distribution: “The total quota would be divided equally between the public scheme and the private one. So 179,210 would be allocated as 89,605 seats for both schemes. Besides, 5,000 seats of the government scheme under sponsorship with a necessity to send foreign exchange through banking channel have been assigned, and the private scheme has allocated 30,000 seats for sponsored pilgrims.”.
The minister said the foreign exchange acquired from the sponsorship scheme would be used only for Hajj-related expenses in Saudi Arabia. - Surcharge: Sacrifice facilities would incur an additional Rs55,000. In addition to these surcharges, such as the double bed or three-bed accommodation in Makkah for the applicant, could be availed by paying an extra fee of Rs220,000 and Rs75,000 respectively per applicant.
- Compensation to families: For those pilgrims, who may die in Hajj, their families would be compensated with Rs2 million. Those, who suffer injuries, will receive compensation to the extent of Rs1 million.
- Refund policies: A full refund would be provided to the applicant, in case he withdraws before the last date. However, if the withdrawal is done after the lucky draw, Rs50,000 would be deducted and Rs200,000 if the third installment isn’t submitted.
Except for death of the applicant, it was otherwise not refundable in case the pilgrimage was cancelled after 10th February.
- Eradication of begging: Pakistan has dealt a serious blow to Umrah pilgrims who are habitual to begging and also taken stringent measures so that no Umrah pilgrim carries out such activities.
