Last month, the Israeli parliament passed legislation that bans UNRWA from operating in Israel and stops the Israeli authorities from cooperating with the organization, which offers aid and education services to millions of Palestinians in the occupied West Bank and Gaza.
Israel has always criticized UNRWA, established soon after the 1948 war broke out when Israel was founded, for having an anti-Israel attitude and that it is perpetuating this conflict by keeping the Palestinians as permanent refugees.
Since the Gaza war began last October, it has also claimed that Hamas had deeply infiltrated the organization, accusing some of its staff of participating in the Oct. 7 attack on Israel.
The law has triggered alarm signals from the United Nations and some of Israel’s Western allies who fear that it would make the humanitarian situation, which is already dire, worse in Gaza, which has been fighting with Hamas for one year.
The order does not talk about any operation in the Palestinian territory or anywhere else.

According to Israel’s UN Ambassador Danny Danon, in a statement “we submitted to the UN evidencing how Hamas infiltrated UNRWA, yet the UN did nothing about this reality.”
Ban on Operations of UNRWA: Israel notifies UN of end to relations with Palestinian relief agency
The new law does not formally ban the operations of UNRWA in the West Bank and Gaza, internationally defined territories outside the State of Israel but under its occupation.
But it will sharply affect its capacity to function in those areas and there has been deep alarm among aid groups and many of Israel’s partners.
The Israeli foreign ministry said that activity by other international organizations would be expanded and “preparations will be made to end the connection with UNRWA and to boost alternatives to UNRWA”.
